Yes, but he would have had to walk from central London, for about two hours, then all the way past Baker Street to get to Regent's Park before heading back to Covent Garden (maybe another hour and then back again the other way). He would have had to have made quite a few circuits to get back to Baker Street again (I am assuming he headed up Marylebone Road before turning again for the top end of Baker Street).
Green Park would be better I think. Or St James Park. Though if he started at The National Gallery (where it is just about possible to hear Big Ben) then he would have got there very soon afterwards. He would have to head north east to get to The British Museum from the National Gallery, then probably north west from there for Regent's Park (or if he headed towards Camden and then headed west he could get to Regents Park, but he would probably have to double back and go quite far south again to get to Covent Garden after that. and then head back on himself again to get back towards Baker Street).
You can't really hear Big Ben all that far away even at 3am. Even Hyde Park is a bit of a stretch. Plus he would be heading even further West before doubling back again - maybe have to walk up Park Lane to get to Marble Arch and then eventually Baker Street (in the other direction anyway).
