Ahhh, this is lovely and heartbreaking and explains so much about the switch from Howard with Steve to Howard with Tony. I love the affection between the characters, even if they find it hard to express, and Peggy is just the best ever, and every moment of Maria and Howard showing emotion was just achingly wonderful. This is so my canon for them now.
